Interregional and Cross-Border Cooperation
Interregional and Cross-Border Cooperation (ICBC) is a horizontal instrument supporting the coordination of the implementation of CEI activities and projects and the dissemination of their results on sub-regional and local levels.
It is an individual sector of CEI cooperation involving the elaboration and implementation of common multilateral projects specifically designed to promote regional development and the European integration policy in the CEI region.
It aims at encouraging regional authorities of CEI MS to develop cross-border cooperation, addressing common challenges in clustering modes, in line with relevant EU programmes and initiatives.
The CEI focuses on the development of ICBC in Eastern and South-Eastern Europe, since it represents an effective confidence-building measure and contributes to the creation of security and stability in the CEI region.
Activities in this area involve further cooperation with international organisations, especially the European Union. These activities aim at strengthening the ability of border regions and municipalities to engage in effective cooperation with their neighbours and partners, to disseminate best practices and know-how by promoting the needs of the CEI Member States in the field of ICBC in various European organisations and institutions.
This policy is carried out through joint operational programmes and projects on cross-border cooperation based on related situation studies and events in the regional context (e.g. conferences, workshops, seminars). Special attention is paid to promoting knowledge about practical forms of cooperation on local and regional level, such as Euroregions, with a projection of their impact on the development of decentralised cooperation in Europe.
Activities in this field are supported through the CEI Cooperation Fund.
